Looking for legal help with judicial review for revised EHCP

Can anyone give me any pointers towards barristers or law firms who can conduct a judicial review to get an EHCP issued (irs a revised EHCP) so not a new one and for a child who is severely physically disabled so not the usual battle over possible diagnosis.. it’s clear it’s the NHS that doesn’t want to fund provision..
Ive done the PAP letter but its counting down until the clock stops and then I have to act..
