Bloody food moths - losing my mind!!

I was in a rented flat for 1.5 years and discovered once it got to last summer that the kitchen cupboards had a moth infestation - I’d never heard of “pantry moths” before this but tipped a load of pine nuts into a tray of roasted vegetables one day only to find it squirming with the larvae 🤢
so I went through every single packet, threw away LOADS of stuff (I have loads of nuts, seeds, dried fruit and the usual pasta/rice etc) and lots had traces. Threw it all away, bleached the cupboards, bought new plastic tubs to put a load of packets in each one, thought I had it sorted, but no, when we got to this summer they bloody came back!
i was moving so went through the whole thing again, threw away loads of stuff (basically all except sealed packets) but in my temporary place kept seeing moths in the pantry that I was keeping all of my food boxes in. Have now moved to my new place and keep finding the buggers - I’m on daily moth and worm watch but despite checking inside a sealed box of sealed packets and finding absolutely no traces this morning, I opened it tonight and a bloody moth flew out. HOW?? And tipped rice into boiling water for dinner tonight and a wiggly little worm floated to the surface - it’s absolutely driving me insane! Have bleached the cupboards, used sticky moth traps on the doors (nothing stuck to them) and still can’t be rid of them!
what do I do? Literally throw every packet away even if I see no trace, buy individual jars for every type of nut/seed whatever rather than bigger boxes containing multiple packets? Am at my absolute whits end!

TL/DR: please give me a foolproof solution to get rid of pantry moths and protect my food before I lose my bloody marbles

I have the same bloody issue with moths this year. Cats are delighted. Me, not so much. I hope someone can recommend something.
