What on earth is this (picture included)?

It is about 14 inches long, made of glass and open at both ends. Possibly something to do with wine? I have no clue. I assume a gift from someone at some point. Anyone shed any light?

It's for watering pot plants. You fill the bulb with water and it slowly releases into the soil through the narrow end.
