There had been repeated signs that he was abusing children - complaints that he would hold them for too long, he would take them away from CCTV cameras etc. They were all dismissed.
It was only after a colleague compiled an entire report about his behaviour did bosses then check cameras, and found he was routinely sexually abusing boys aged two and three.
Parents believe he sexually abused many more boys off camera.
He's been jailed for 30 years and the nursery has closed.
It's not clear why bosses kept ignoring all the red flags and the concerns of other members of staff - hopefully an enquiry will reveal all.
