Hope someone can answer. I have a lot of clothes that don't fit me anymore and want to sell.

Who decides the price?
What about postage or do I put in the lockers?
How do lockers work?
Which bank account should I link or just link PayPal?
Which day and time is the best to list?

You set the price. Buyers will want a discount. Usually the maximum 40% 10 minutes after you list it.
Chose which postage options are convinent for you. Some require you have a printed. It tells you when you select them. The lockers are pretty self explanatory, you get a QR code, scan it and put the parcel in.
You can't link PayPal. Link the bank account you want the money to go into.
Anytime of day is fine. At busy times they'll be more buyers but more being listed, so greater competition. At quieter times the reverse, so just do it when it works for you.

You decide the price.

Postage options are under your settings - turn off the ones you don’t want to do. Then leave the options you’re happy to do and the buyer selects their preference and pays for it. You set the size of the parcel when listing which sets the price of postage automatically.

Lockers - take parcel, scan the code sent to you on Vinted, locker opens, put in parcel and close it.

Use any bank account you like.

Best time to list for women’s clothes I have found is early morning - 7-9am as people scroll on their commute to work or in bed on a weekend. Things sell well on the Friday to Wednesday around the last day of the month (payday for many). People will say Sunday is the best day but I haven’t found that true. Saturday and Monday are my best selling days.
