Any SNAP-IV experts who could help?

Named changed for privacy. We finally got to the top of the CAMHS waiting list and DS had screening for inattentive ADHD. His scores were as follows:
an average score of 2.56 for Inattention ADHD.
a parent/carer 5% cut off score of 1.78.
a sum of scores for ADHD of 23.

CAMHS are refusing him an assessment on the grounds he doesn't meet the clinical threshold.

I have no expertise here at all, but I thought those scores showed he meets the criteria for 'severe' i.e. symptoms worse than 95% of his peers. What am I missing here? Can anyone tell me what the clinical threshold for further assessment (in the NHS) actually is? Thank you.

Did the school also complete the SNAP OP? In my experience the most common reason for ADHD assessments not going beyond screening is because the school questionnaire is below the clinical threshold.

Yes, all forms were completed on time and school supports the process - they 100% believe he has Inattentive ADHD, and they see his struggle to stay on task daily.

I think by looking at the average - which takes the teachers scores and the parents scores, it is possible to see that the teachers scored him very highly on the screening i.e. significantly impaired?
