How to deal with neighbours throwing rubbish from windows in a block?

How do you deal with this?

fiancee and I are living on ground floor. We are renting privately in council building.

this has been going on for years.

someone, (a few people actually) keeps throwing rubbish from windows. Bottles, food waste etc

as a result our windows get dirty too and all this attracts rats etc

is there a point complaining? If we don’t know who is doing this? How would one catch someone like this.

Is the block managed by anybody? Ask for CCTV to be installed.

I knew of one block where soiled nappies were thrown out of the windows regularly. Absolute pigs.

everyone in building a few years ago got letter saying there will be fines, this stopped for a bit, then started again
