“Despite repeated warnings, the ASOMATOS vessel was allowed to unload 26,900 tons of stolen Ukrainian wheat in Abu Qir. This is the fourth case of Russia laundering stolen Ukrainian grain in Egyptian ports since April,” the minister said.
Sybiha emphasized that the cargo was exported by the sanctioned company Agro-Fregat through temporarily occupied Crimea, and that the Ukrainian prosecutor’s office had provided all legal grounds for the vessel’s arrest.
He called on Egypt to comply with international law and not accept looted goods, adding that “looting is not trade, but complicity, which only fuels aggression.”

Kyiv Post Telegram Highlights

Russian losses have exceeded mobilisation for five consecutive months, Ukraine says, as Kyiv prepares to raise the pressure.
According to Digital Transformation Minister Mykhailo Fedorov, 35,203 Russian troops were killed or seriously wounded in April, with all strikes confirmed on video. This marks the fifth straight month in which Russia’s losses have outpaced its mobilisation capacity.
“We are steadily moving toward a figure of 50,000 eliminated occupiers per month,” Fedorov said. https://www.kyivpost.com/post/75456

The White House cut Ukraine off from air defense tech (www.kyivpost.com/post/75488) that protected Ukrainian cities from deadly long-range strikes, so Kyiv switched to hunting and killing Russian ballistic missiles in Russia.

Russia announces missile tests involving nuclear-capable systems (www.kyivpost.com/post/75542) ahead of Moscow’s May 9 Victory Day parade, with authorities sealing off the launch zone in Kamchatka.
Authorities warned that access to the area is strictly prohibited, including for both civilians and equipment.

“Moscow is increasingly dragging Belarus into its war against Ukraine, turning it into a platform for aggression not only against Kyiv but against Europe (www.kyivpost.com/post/75437) as a whole,” Ukraine’s Foreign Minister Andrii Sybiha said during talks with Belarusian opposition leader Sviatlana Tsikhanouskaya.

US lawmakers from both parties backed Ukraine’s ceasefire proposal (www.kyivpost.com/post/75498) and condemned Russia’s continued strikes on Ukrainian civilians.
The bipartisan group described Kyiv’s initiative as an “olive branch” and urged Putin to accept and fully respect the ceasefire.

Donald Trump said he “likes” Volodymyr Zelensky but described the Ukrainian leader as a “tricky guy,” as he called for a negotiated settlement to the war.
Trump said both Ukraine and Russia are suffering heavy losses, with Kyiv losing territory “at a big cost to Russia and to them.”
He added that he has generally “gotten along” with Zelensky, aside from what he called a “little aggressive” moment during a White House meeting.

Russia Losing More Troops Than It Can Replace for Fifth Straight Month – Defense Minister

Fedorov said Ukraine’s strategic aim is to push Russian losses to a level where “further advances become unsustainable.”

Live: Ukraine Telegram Highlights

Fighters of Ukraine’s military intelligence carried out a special operation in April, striking multiple Russian targets in occupied Crimea.
The targets included:
🔴a Be-12 “Chaika” anti-submarine amphibious aircraft;

🔴three assault landing boats and a hangar used to store them;

🔴a support vessel.

Around 48% of Ukrainians support raising taxes to secure international funding, while 30% oppose it, according to a poll by the Kyiv International Institute of Sociology.
The survey also found that 54% of respondents consider corruption the main threat to the state, while 39% view Russia’s war as the primary danger.
Some 63% believe Ukraine will become a prosperous EU country within 10 years, while 25% do not share this view.
▪️The poll was conducted via telephone interviews among 1,005 respondents across government-controlled areas of Ukraine.

🇬🇧 The United Kingdom is imposing new sanctions on Russia over drones and the exploitation of migrants.
The restrictions target 35 individuals and entities that help Russia wage war against Ukraine. They include:
🔴networks that recruit and effectively exploit vulnerable migrants as “cannon fodder” or labor for the military industry;

🔴companies supplying components for Russian drones.
Among those sanctioned are Pavel Nikitin, whose company produces VT-40 drones, and Polina Azarnykh, a former teacher who recruits foreigners to fight against Ukraine.

🇫🇮 Finnish President Alexander Stubb believes Europe will eventually have to restore dialogue with Russia’s leadership, and that this largely depends on whether U.S. policy toward Russia and Ukraine aligns with European interests.

The 61st Venice Biennale will take place this year without Italy’s Minister of Culture and without the international jury, which resigned in full. This follows the decision by the Biennale’s leadership to allow Russia’s participation for the first time since 2022.
The Russian pavilion will be headed by commissioner Anastasia Karneeva, the daughter of a former FSB officer and a partner of the daughter of Russia’s foreign minister.
Two Italian media outlets reported that the president of the Biennale had been preparing Russia’s return to the exhibition as early as June 2025, and that the exhibition’s director assisted Russian representatives in obtaining visas.

Key Takeaways

  1. Continued long-range Ukrainian strikes against cities in deep in the Russian rear demonstrate Russia’s inability to reliably defend the major cities and infrastructure facilities of European Russia against drone and missile strikes.
  2. Ukrainian strikes are inflicting significant damage across a wide array of Russian cities.
  3. Russia’s threat to retaliate against Ukraine for allegedly planned strikes against Moscow during Victory Day reflects Russian President Vladimir Putin’s recognition that he cannot reliably defend these deep rear areas, including his capital, from Ukrainian strikes.
  4. Putin’s insistence on holding the May 9 Victory Day parade reflects his refusal to accept the reality that Ukraine has brought Putin’s war back to Russia.
  5. Russian forces conducted combined drone and missile strikes during the day on May 4 and overnight on May 4 to 5, killing at least seven civilians and injuring at least 35.
  6. Russian forces conducted a double-tap missile strike against first responders in Poltava Oblast, killing two and injuring at least 23. [Just horrible]
  7. The May 4 and 5 Russian strike series inflicted significant casualties despite the relatively small number of drones and missiles in the package as Russia continues innovating its strike tactics to inflict maximum damage in ways that disproportionately impact civilians.
  8. Ukrainian forces advanced in Sumy Oblast and in the Pokrovsk direction. Russian forces advanced in Sumy Oblast.

UNITED24 Media Telegram Highlights

The Russian Ministry of Digital Development, Communications, and Mass Media announced that mobile internet access in Moscow will be temporarily restricted on May 9, including access to “whitelisted” websites and SMS messaging.

We proposed a ceasefire starting at midnight on May 6. Yesterday and today, Russia violated this regime. In response to Russian strikes, our long-range actions will be mirrored. At the same time, if Russia shows readiness to move toward diplomacy, we will follow the path of diplomacy, said President of Ukraine Volodymyr Zelenskyy. [note that Ukraine is now in a position where it can actually say this. Previously, I ~think~ it's always tried to keep to a ceasefire even when Russia broke it]

Russia will be able to replenish its National Welfare Fund for the first time in almost a year amid a surge in oil revenues, — Bloomberg.
According to the agency, the Russian Ministry of Finance plans to purchase 110 billion rubles (about $1.5 billion) worth of foreign currency and gold in May. These will be the first such transactions since June last year and include deferred purchases for March and April.
The increase is linked to higher oil prices driven by the war in the Middle East. Under Russia’s budget rule, excess energy revenues are transferred to the reserve if the export price of Russian oil exceeds $59 per barrel. If prices fall below that level, the fund is used to cover the budget deficit.
Reuters reports that the planned purchases were lower than market expectations. Sofia Donetsk, chief economist at T-Investment, said this reflects the fact that Russia’s oil and gas revenues in April did not fully match the rise in oil prices.
For reference, the National Welfare Fund is Russia’s reserve built from oil and gas revenues. During the war, it has been actively used to support the budget and the economy. According to the Russian Ministry of Finance, as of May 1, the fund totaled 13.2 trillion rubles, but its liquid portion was significantly smaller — about 3.6 trillion rubles.
Reuters previously reported that the fund’s liquid assets fell from over $130 billion before the war to around $50 billion at the start of 2025. The current replenishment therefore appears to be temporary, driven by higher oil prices.

Russia’s oil “windfall” from the Middle East war turned out to be 10 times lower than expected, — The Moscow Times.
Amid the war with Iran and rising oil prices, Russia had anticipated a significant inflow of budget revenues. However, according to the Russian Ministry of Finance, additional oil and gas revenues in April amounted to only 21 billion rubles, compared to the expected 200–250 billion.
Overall, oil and gas revenues in the first four months of the year fell by more than 38% compared to the same period last year.

Brent crude fell below $100 per barrel amid reports of a possible US–Iran agreement.
The price dropped to around $97 per barrel following news of a potential deal between Washington and Tehran and an extension of the ceasefire.
According to industry sources, oil prices have declined by about 11% in a short period, reaching their lowest level for Brent in two weeks.
The market is reacting to expectations of reduced risks around the Strait of Hormuz and a possible de-escalation in the Middle East.

Today, Norway took an important step in supporting Ukraine — allocating about $300 million for the PURL program, President Volodymyr Zelenskyy said.
"...The total amount of Norway’s contributions to PURL now exceeds $1.2 billion. This is the largest contribution among all countries participating in the program.
Thank you to Norway and Prime Minister Jonas Gahr Støre for helping us protect lives,” Zelenskyy said.

❗️ Ukraine has called on the international community to help save residents of the temporarily occupied territories of the Kherson region from a humanitarian catastrophe.
The Ministry of Foreign Affairs said the situation in Oleshky, Hola Prystan, Stara Zburivka, and Nova Zburivka is of particular concern.
According to the ministry, the occupiers are artificially restricting people’s movement and blocking the delivery of essential goods, food, and medicines to civilians, including children.
The population in these areas has dropped from about 40,000 to around 6,000, and in Oleshky from 24,000 to roughly 2,000.
Critical infrastructure has been destroyed, with no electricity or gas supply, and civilians are reportedly being targeted by drone attacks.
More than 220 evacuation requests have already been submitted to state authorities. The Foreign Ministry has begun consultations with the UN and the Red Cross and plans to raise the issue at UN and OSCE forums.
“We call on international partners to pressure Russia to comply with international humanitarian law and to create the necessary conditions and evacuation corridors for civilians,” the statement said.

The Ministry of Culture of Ukraine, together with the culture ministers of Poland, Latvia, Estonia, Moldova, and Lithuania, issued a joint statement at the opening of the Polish Pavilion at the Venice Biennale, declaring Russia’s participation in international cultural events unacceptable.

President Zelenskyy discussed with the President of Azerbaijan the implementation of the steps agreed during their meeting a few weeks ago.

“The Klepariv Cherry Blossom is a variety developed in a historic suburb of Lviv. It was revived five years ago, in 2021, after nearly a century of obscurity. Today it blooms in Würzburg as a symbol of memory and new life,” said Lviv City Council representative Taras Kubay.

The EU will not evacuate its diplomats from Kyiv despite Kremlin threats, said European Commission spokesperson Anouar El Anouni.

❗️In 2026, Russia plans to produce 7.3 million FPV drones and 7.8 million combat units for UAVs of various types, said Commander-in-Chief of the Armed Forces of Ukraine Oleksandr Syrskyi.
The enemy is increasing the supply of turbojet-powered attack drones to its troops, he noted.
At the same time, Syrskyi said Russia is urgently, outside approved plans, deploying four additional regiments, 24 divisions, and 162 batteries to counter Ukrainian attack drones.
“Moscow and the Krasnodar Territory are strengthening layered air defense. In fact, the Russians are scaling up their air defense forces, copying Ukraine’s decisions — technical, tactical, and organizational. The same applies to the use of electronic warfare in border regions,” Syrskyi added.

Russian forces struck railway infrastructure in the Mykolaiv region, damaging a locomotive and two freight cars. No injuries were reported.

Nikol Pashinyan will not attend the May 9 parade in Russia.
The Armenian prime minister said that during his April visit to Russia, he informed Vladimir Putin that he would not travel to Moscow. He cited the start of the parliamentary election campaign on June 7 as the reason.

❗️Russia is losing oil revenues due to Ukrainian strikes on refineries and ports, according to the Institute for the Study of War.
ISW notes that while rising oil prices amid tensions around Iran formally increased Russia’s crude oil revenues, the real benefit remains limited.
In April, Russia collected nearly 917 billion rubles in oil production taxes, compared to 443 billion in March. At the same time, almost 350 billion rubles were allocated to oil companies for subsidies, fuel price controls, and repairs to damaged refineries.
As a result, oil and gas revenues totaled about 856 billion rubles, slightly above the forecast of 835 billion. In effect, the gains from higher oil prices were almost entirely offset by state spending and infrastructure damage.
ISW also reports that key Russian ports — Port of Ust-Luga and Port of Primorsk — are operating below full capacity, limiting Moscow’s ability to increase exports despite favorable prices.
In simple terms, oil prices are rising, but Ukrainian strikes are targeting refineries and logistics, forcing Russia to spend billions on repairs instead of channeling additional profits into the budget

13 airports in southern Russia have been suspended due to equipment damage in Rostov-on-Don.
More than 80 flights have been delayed or canceled, with around 14,000 passengers waiting for departure.
Operations have been halted at the following airports: Astrakhan, Vladikavkaz, Volgograd, Gelendzhik, Grozny, Krasnodar, Makhachkala, Magas, Mineralnye Vody, Nalchik, Sochi, Stavropol, and Elista.

Ukraine has unveiled a Shahed interceptor drone capable of speeds of up to 320 km/h, according to Army Recognition.
The Ukrainian interceptor drone “Chaklun” was presented at the SAHA Expo 2026 and is already being used against Russian UAVs.
The drone is equipped with a turbojet engine, can reach speeds of up to 320 km/h, and operates at altitudes of up to 6 km. Its range is up to 30 km when used together with RADA-class radars.
According to Army Recognition, “Chaklun” fills a niche between FPV interceptors and traditional anti-aircraft missiles. It was specifically designed to destroy reconnaissance drones and Shahed-type attack drones.
The developers also state that the drone can maintain control even under active electronic warfare.

❗️An oil depot near Perm, which had been burning for more than a week, intensified after a new UAV strike.
The facility in question is the Perm linear production and dispatching station, owned by Transneft.
The first strike on the site took place on the night of April 29, 2026. Since then, the tanks have been burning continuously, with smoke stretching for many kilometers and visible across Perm.
On the night of May 7, Ukraine’s Defense Forces struck the station again.
Satellite images from May 7, obtained by NV, confirm a new large-scale fire. The smoke plume extended about 15 kilometers from the tanks, this time drifting south of Perm rather than over the city.
Explosions were also reported near the Perm oil refinery, but available images do not show a fire or significant damage from that strike.

The Union of Journalists of Russia has been permanently expelled from the International Federation of Journalists.
The decision was made at the 32nd Congress of the organization, held in Paris from May 4 to 7, 2026.
The key reason for the expulsion was the creation of branches of the Russian journalists’ union in temporarily occupied territories of Ukraine — in the Donetsk, Luhansk, Kherson, and Zaporizhzhia regions — which was deemed a serious violation of international law and the IFJ statute.
The decision marked the culmination of a long-standing effort by Ukrainian media professionals to counter Russian propaganda.
Representatives of the Russian union did not attend the Congress and did not file an appeal or present their position.

“Cancelled. The author was killed by Russia.” The Venice Biennale opened the “Invisible Pavilion,” dedicated to Ukrainian artists killed by Russia.
Posters of non-existent cultural events featuring Ukrainian writers, poets, and directors that will never take place have appeared on the streets of Venice.
The “Invisible Pavilion” is a project initiated by the Association of Ukrainian Organizations in Italy to remind the world of artists whose lives were cut short by Russian aggression.
Among them are children’s writer Volodymyr Vakulenko, who was tortured during the occupation of the Kharkiv region, and writer Viktoria Amelina, who died in a missile strike on Kramatorsk. The posters also mention director Ihor Malakhov, who was killed in fighting near Avdiivka, and 18-year-old poet Nika Kozhushko, who died during the shelling of Kharkiv.
The posters include a QR code linking to monitoring by PEN Ukraine, which has recorded 274 Ukrainian cultural figures killed in the war.

🇺🇸🇺🇦 The U.S. Department of Justice has proposed lifting the ban on the permanent import of weapons from Ukraine.
In 1997, the United States and Russia signed an agreement on the voluntary restriction of arms imports. The deal prohibited U.S. authorities from approving applications for the permanent import of weapons from Russia, Ukraine, and six other post-Soviet states. If the proposed changes are adopted, only Russia will remain on the list.
The move would allow the United States to permanently import certain categories of Ukrainian weapons, ammunition, and related components. It would also remove regulatory barriers preventing Ukrainian defense manufacturers from entering the U.S. market.

The International Committee of the Red Cross will help evacuate civilians from parts of occupied Kherson region facing a humanitarian catastrophe.
Ukraine’s Ombudsman Dmytro Lubinets said the humanitarian situation is currently critical in Oleshky, Hola Prystan, Stara Zburivka, and Nova Zburivka. Residents there are left without proper access to water, food, medical care, and security.
Overall, more than 6,000 people may require humanitarian assistance, most of them with limited mobility. Around 200 children are also among them.
The ombudsman appealed to the International Committee of the Red Cross and to Russia’s human rights commissioner to organize the safe evacuation of civilians. So far, only the ICRC has responded. The sides are currently working on safe evacuation routes for civilians.

🇳🇱 The Netherlands is proposing a return to the idea of using frozen Russian assets to support Ukraine, with around €210 billion at stake.
According to Politico, Dutch Finance Minister Eelco Heinen raised the issue during a closed-door discussion with EU counterparts in Brussels on May 5.
Most of the frozen Russian assets are held in Belgium, which has previously opposed the initiative. Belgian authorities fear that Russia could later sue the country and demand compensation for the funds used.

⚡️Internet access and SMS services will be suspended in Moscow during the May 9 Victory Day parade.
Russia’s Ministry of Digital Development claims the measures are necessary “to ensure security during Victory Day events.”
▪️This year’s parade on Red Square will also take place without military equipment and without cadets from military academies. The decision was explained by the “current operational situation.”

“The losses of the Ukrainian people were among the greatest in World War II. And the contribution of Ukrainians to the defeat of Nazism was also among the greatest. Millions of Ukrainians, serving in different armies of the Anti-Hitler coalition, fought against Nazism. Millions of Ukrainians were among the victors, doing everything possible to ensure that total evil would lose.
Unfortunately, 81 years later, we are once again forced to stop evil — also total evil — that brings nothing but destruction and abuse, and that is built on a similar ideology of hatred. An updated version of Nazism marked: ‘made in Russia,’”

Explainer: What’s the corruption controversy (kyivindependent.com/explainer-whats-the-corruption-controversy-around-drone-maker-fire-point-and-what-should-be-done/) around drone maker Fire Point, and what should be done?
Ukrainian drone maker Fire Point has been described as a crucial supplier for the country's army and contributor to the country's war effort.
At the same time, the company has found itself at the center of Ukraine's largest corruption scandal — a $100 million scheme centered around the state nuclear monopoly Energoatom and defense procurement.
Fire Point and its defenders have described the corruption investigations and criticism of the company as an attack on Ukraine's defense that benefits Russia.
Experts say that Ukraine should find ways to both investigate corruption and the transparency of defense contracts and make sure that Fire Point's production continues without interruption.

Ukraine Invasion: Part 61

Putin has had to ask Trump to intercede on Russia's behalf, to plea-bargain with Ukraine to agree not to attack the May Day Parade (where there will be no armoured vehicles, because they've all been destroyed in Ukraine).

This should tell us where the initiative now lies in this war #SlavaUkraine

Zelenskyy: "Red Square is less important to us than the lives of Ukrainian prisoners, who can be returned home."

Putin will have his weakened propaganda spectacle, but the damage to his image is permanent.

And we will have 1000 of our heroes back. That's a true victory. 🇺🇦

Ukraine and Sweden are preparing for the delivery of Saab JAS 39 Gripen jets, with Stockholm transferring specialized equipment for servicing military airfields, the Ministry of Defense of Ukraine announced.
The equipment will enable fast and high-quality runway maintenance, keep airfields operational 24/7 in all weather conditions, ensure pilot safety during takeoffs and landings, and support continuous combat aviation operations.

Russia held a Victory Day parade. It was the shortest in recent years, lasting only 45 minutes. North Korean troops marched alongside Russian forces.

The EU has prepared a list of demands for Russia in the event of potential negotiations with Putin.
“We see that the ongoing peace talks, with the participation of the US, are not leading anywhere. And we see that all demands are directed at the Ukrainian side, while none are addressed to Russia.
So before we talk to the Russians, we need to agree on what exactly we want to discuss with them.
That is why a few months ago I proposed to foreign ministers a list of steps we expect from the Russian side, especially given requests addressed to Europe, such as the lifting of sanctions.
We will discuss this with foreign ministers at the end of May.
I believe that the withdrawal of Russian troops from Transnistria should also be among the EU’s demands,” said EU High Representative for Foreign Affairs Kaja Kallas at a joint press conference with Maia Sandu in Chișinău.

“If after May 9, Joseph Stalin had told us, ‘You are free, you can continue to live in freedom and independence,’ we would also have celebrated this day as Victory Day. But since it was from this day that repression began for my country, we cannot celebrate May 9 as Victory Day,” said the EU’s High Representative for Foreign Affairs, Kaja Kallas, during an official visit to Chișinău on the eve of Europe Day.

Poland will receive almost €44 billion from the EU for military modernization, according to Le Monde.
Poland was the first EU member state to sign a loan agreement under the SAFE programme, created to strengthen European defence in response to the Russian threat and a possible reduction in US support.
Warsaw will receive €43.7 billion for military modernization, development of its defence industry, and the purchase of weapons and critical infrastructure.
Polish Prime Minister Donald Tusk called it a “turning point” for Poland and the entire European Union. He said Europe is finally learning from history and taking greater responsibility for its own security.
Poland already spends more on defence than any other NATO member relative to its economy — around 4.8% of GDP.

Russian forces are attacking forests in the Chernihiv region using FPV drones with incendiary mixtures. The fire near the border has already spread across more than 4,000 hectares, and ongoing drone activity is preventing firefighting efforts, said the head of the regional administration, Vyacheslav Chaus.
“The scale of the fire is very significant. At the moment, the fire is moving toward the Russian Federation, and there are active fire zones there — even the weather is currently in our favor. But we must be prepared for a possible change in wind direction.
Our top priority is people’s safety. The fire has already reached houses near the border, though there were no residents present. We must prevent it from spreading to populated areas.
There is also a contingency plan for evacuation. At present, residents are reluctant to leave, but if the threat increases, we must be ready to evacuate them in time.
Forestry workers are creating additional mineralized strips. All necessary equipment is in use, and rescuers are ready to assist.
We are recording enemy strikes even while forestry equipment is operating. The risk remains very high, and I am grateful to those doing everything possible to contain the fire,” he said.

New footage shows the PZL M28 (An-28) transport aircraft converted to engage enemy kamikaze UAVs, according to a report by The Times.
The aircraft’s pylons are equipped with launchers for P1-SUN/STING-type UAV interceptors. The fuselage is marked with 213 kill markings, each indicating a downed drone.
Under the nose, the aircraft carries a TrakkaCam TC-300-UC/S electro-optical system from Trakka Systems, used by the onboard operator to detect, track, and engage targets.

“Security Guarantees.” Ukrainian Pavilion Opens at the Venice Biennale
This year, Ukraine is presenting the project “Security Guarantees” by artist Zhanna Kadyrova.
The central symbol of the pavilion is the sculpture “Origami Deer,” which was evacuated from Pokrovsk in 2024.
Previously, the sculpture stood at the site of a dismantled Soviet Su-7 aircraft, a carrier of nuclear weapons. It became a symbol of unfulfilled security guarantees under which Ukraine gave up its nuclear arsenal in 1996.
In Venice, the “Origami Deer” is suspended from a truck crane, symbolizing the uncertainty faced by millions of Ukrainians who have lost their homes and sense of security.
The pavilion also features a documentary about the evacuation of the sculpture and the stories of people forced to leave the city because of the war.

The leading technical university in Russia, Bauman Moscow State Technical University, trains hackers, disinformation specialists, and cyber operatives for the GRU military intelligence service, according to investigations by The Guardian, The Insider, Der Spiegel, Le Monde, Delfi, and VSquare.
A group of investigative journalists obtained access to more than 2,000 documents from Department No. 4 of the university’s Military Training Center, covering the 2022–2024 academic years. These include curricula, exam records, campaign materials, presentations, photos from classes, employment contracts, and data on graduates’ careers. The documents trace a direct path from training in hacking and disinformation to assignments in well-known GRU cyber units, including Fancy Bear and Sandworm.
Bauman University has long been known for its military ties, including training specialists involved in weapons development. However, its role in preparing cyber operatives has remained largely hidden, the investigations note.
Department No. 4, titled “Special Training,” is not listed on the university’s official website — its numbering skips from No. 3 to No. 5. According to the findings, the department was deliberately concealed and is directly overseen by the GRU, which influences curricula, sets evaluation criteria, selects candidates, and funds the program.
The department offers training in three military specialties. One of them, “Special Intelligence Service,” focuses on information warfare, digital intelligence, and advanced IT skills. For example, the course “Countering Technical Intelligence” covers methods of cyber intrusion, including phishing, malware disguised as legitimate software, and exploitation of known vulnerabilities in foreign IT systems.
Students carry out laboratory work such as “virus penetration testing,” and one module is entirely dedicated to computer viruses. As part of their coursework, they are required to develop their own malware.
The program also includes propaganda training. A mandatory seminar for senior students, titled “Development of an Agitation and Propaganda Campaign,” requires students to create social media videos using manipulation techniques, pressure, and hidden messaging to promote or counter specific narratives. Another lecture focuses on “Propaganda, Agitation, Manipulation, and Persuasion.”
The course on espionage technologies is taught by Lieutenant Colonel Kirill Stupakov, deputy head of the department, who has been affiliated with the program since at least 2022 and is linked to military unit 45807 of the GRU.
Documents also reference Major General Viktor Netyksho, associated with military unit 26165 and the hacking group APT28 (Fancy Bear). This group has been linked to cyberattacks on the US Democratic National Committee, the campaign of Emmanuel Macron, and the German Bundestag. In 2018, US Special Counsel Robert Mueller indicted Netyksho and 11 other GRU officers on charges related to interference in the 2016 US presidential election.
According to the investigation, the group also conducted online intelligence operations in 2022 during the siege of Mariupol.
Journalists report that at least 15 graduates from the 2024 class alone, out of 69 students, were assigned to various GRU units.

Kremlin spokesman Peskov claimed Putin is ready for talks with (www.kyivpost.com/post/75725) European countries but expects Brussels and European capitals to make the first move toward restoring dialogue.
The comments come as Russia faces mounting battlefield pressure and a worsening economic situation.

During a controversial visit to Moscow for the May 9 Victory Day parade, Slovak Prime Minister Robert Fico described himself as the EU’s “black sheep (www.kyivpost.com/post/75752)” for rejecting a single “mandatory opinion” on the war.
Fico, who met with Putin to deliver messages from European politicians, advocated for negotiations as the primary path to ending the conflict.

In the new episode of Off the Record, Canada’s top military commander General Jennie Carignan explains why the Kremlin keeps failing to keep up with Ukraine’s battlefield innovation — from drone warfare to frontline adaptation.
