The bill is expected to have a strong chance of passing the Senate this week. However, because the House of Representatives is in its August recess, it would not take effect until September.

🇪🇺🚢 The European Union has allowed TotalEnergies to continue selling Russian liquefied natural gas from the Yamal LNG project to customers in Asia.
According to the report, Greece—having threatened to withhold support for a separate package of sanctions against Russia—secured an exemption during the negotiations.

🇸🇪 Sweden will establish a new foreign intelligence service, UND, modeled on the UK’s MI6, according to The Economist.
The decision to reform Sweden’s intelligence structure follows the shortcomings of military intelligence (MUST) in 2022. At the time, Swedish intelligence—like several other European services—assessed that a full-scale war was too risky and irrational a move for the Kremlin, Israeli military analyst Yigal Levin noted.
The new Foreign Intelligence Service (Utrikes underrättelsetjänst, UND) will operate alongside military intelligence but will assume some of its responsibilities, including overseeing units that conduct human intelligence and other covert operations abroad.
Its primary mission will be to assess the political intentions of foreign leaders and provide intelligence directly to the Swedish government.
Meanwhile, MUST will remain responsible for monitoring the armed forces of other countries, while signals intelligence and communications interception will continue to be handled by a separate Swedish agency.

🇪🇺🇺🇦 The European Union is preparing what could become its largest sanctions package yet against companies supporting Russia’s war against Ukraine, Bloomberg reports.
According to the publication, the package could target more than 1,600 companies with a combined annual turnover exceeding $20 billion and a workforce of about 265,000 people. If approved, the number of entities under EU sanctions would increase by roughly 50%.

👀💰 Russia is increasingly financing its war against Ukraine through the hidden issuance of rubles, according to Ukraine’s Foreign Intelligence Service.
The agency says the Kremlin is forcing state-owned banks to purchase federal loan bonds (OFZs), while Russia’s Central Bank is providing liquidity, effectively operating a “printing press” to finance government spending.
According to the Foreign Intelligence Service, Russia’s Finance Ministry has already issued new OFZs worth $19.2 billion, with maturities between 2037 and 2042. As of July 1, Russian banks held $248.1 billion in government bonds.
The agency estimates that Russia’s budget deficit reached $77 billion in the first half of the year and could grow to $105 billion by year-end.
According to Ukrainian intelligence, this approach merely masks the underlying fiscal problems while increasing inflationary pressure and deepening the government’s reliance on the Central Bank.

🇦🇿🇺🇦 Azerbaijan has donated nearly 40 metric tons of railway equipment to Ukraine to help support its transport infrastructure.
According to the report, the assistance is intended to ensure the stable operation of Ukraine’s railway network, as well as the energy sector and other critical infrastructure facilities, amid the ongoing threat of Russian attacks.

🇮🇷 Iran considered carrying out a retaliatory strike on a Ukrainian seaport following the attack on an Iranian vessel, but the situation has since stabilized due to intensive diplomatic efforts, The New York Times reports.
According to people familiar with intelligence assessments, Iran was expected to launch a ballistic missile with a relatively small warhead at Ukraine as a symbolic response intended to cause limited damage. Other officials said the likely target would have been one of Ukraine’s Black Sea ports.
Iranian officials reportedly hoped such a strike would bring the confrontation to an end, although Western officials warned that it was difficult to predict how Ukraine might respond.
On Sunday, Iranian Foreign Minister Abbas Araghchi accused Ukraine of violating the UN Charter and attempting to draw Europe into Iran’s conflict with the United States. In a social media post, he wrote that the incident “cannot be left unanswered.”
However, on Tuesday, after Ukrainian diplomatic efforts to ease tensions, Araghchi held a phone call with Ukraine’s Acting Foreign Minister Andrii Sybiha.
Following the conversation, Araghchi said Sybiha had described the attack on the cargo vessel as unintentional.
The Iranian foreign minister also said he had discussed “ways to help reduce tensions in the region” with EU High Representative Kaja Kallas.
Mehdi Rahmati, an analyst close to the Iranian government, said that while some Iranian politicians had called for a retaliatory strike against Ukraine, others urged restraint.
“Ukraine is not a small, insignificant country. It has combat experience and logistical support from America and Europe. We will gain nothing by opening a new front in the war,” Rahmati told The New York Times in a telephone interview from Tehran.
The newspaper notes, however, that it remains unclear how long the current de-escalation can be maintained.

💥 Ukraine’s Defense Forces struck an oil refinery in Russia’s Ryazan region, the General Staff of the Armed Forces of Ukraine reported.
According to the General Staff, the facility was hit, triggering a fire.
The Ryazan refinery is one of Russia’s largest, with an annual processing capacity of about 17 million metric tons of crude oil.
Ukrainian forces also struck a base used by Russian Black Sea Fleet speedboats near Mezhvodne in temporarily occupied Crimea.
In addition, the Armed Forces of Ukraine reported strikes on:

Russia and North Korea are completing construction of the first road bridge for military supplies, according to an investigation by The Guardian and the Ukrainian human rights organization Truth Hounds.
The bridge over the Tumen River will connect the Russian settlement of Khasan with the North Korean city of Tuman'gang. The total length of the road, including access routes, is 4.7 km.
North Korea has already completed its part of the project, including customs checkpoints. The bridge was originally scheduled to open on June 19, but Russia has fallen behind schedule. A new launch date has not yet been announced.
Officially, Moscow and Pyongyang claim the bridge is needed for trade and tourism development. However, Truth Hounds analysts say it is for military logistics — as road transport is significantly harder to track by satellite.
The bridge construction cost over $100 million, while bilateral trade between the countries in 2024 amounted to only $34 million.

Germany plans to cut ammunition spending in 2027. As a result, Rheinmetall — one of Europe's largest arms manufacturers — could lose some orders, Bloomberg reports, citing a draft budget.
According to the document, Berlin intends to allocate €9.6 billion for ammunition procurement in 2027 (in 2026, €11 billion had been earmarked).

A tunnel from Belarus was discovered at the Lithuanian border, LRT reports.

Lithuanian authorities called in Polish colleagues with specialized equipment. They drilled a test hole and at a depth of about 1.5 meters discovered a tunnel nearly one meter in diameter. The exit to the Lithuanian side had not yet been completed.
Lithuanian border guards believe the tunnel was being prepared for illegal migrants. Similar tunnels from Belarus have been found in Lithuania and Poland before — used to smuggle people and contraband.

Ukrainian air defense shot down 65 of 80 Russian drones overnight. Another 14 struck 10 locations. What is known about the aftermath in the regions:
🔴Dnipropetrovsk region. Five people were injured in overnight shelling of the Nikopol district, including a 3-year-old boy.
🔴Kherson. At midnight, Russian Shahed drones struck a residential area of the city — three men were injured. In the morning, the Russians shelled the Central district — one man was killed and another wounded.
🔴Sumy region. Late last evening, the Russians struck two gas stations. No casualties were reported.

The figures are incredible aren't they. I do wonder now and then if they are accurate, but Western agencies state that they more or less believe them.

The vehicle kill numbers will be a bit fuzzy, as they are difficult to count after the fact, and some damaged vehicles may be recovered and repaired.

People assume that troop losses are all KIA. It's actually anything that takes a soldier out of the fight, so it's killed, badly wounded, captured, and missing in action (either from desertion or the body not being found).

I'd say that overall, they're within 10-15% of reality, either high or low.

I remember a few years ago monitoring #UKSnow online during some bad weather. Nowadays in Ukraine there is monitoring of the Russian overnight strikes.

🔥 Three of Russia’s largest grain terminals have restricted cargo acceptance because of the threat of attacks, Reuters reports.
According to the agency, the NZT and KSK terminals in Novorossiysk, as well as the ZTKT terminal in Taman, have reduced the volume of grain accepted by road. Together, these terminals handle about 40% of Russia’s seaborne grain exports.

American actor Jesse Eisenberg, best known for The Social Network and Now You See Me, has quietly visited Ukraine as a volunteer with The Campfire Project, a humanitarian initiative supporting children affected by Russia’s war.
In the Lviv region, Eisenberg joined a program that provides psychological support through art therapy, dance, and other creative activities. He said he came to personally support Ukrainian children and local communities.
For the actor, the visit was also deeply personal. Born in New York, Eisenberg has Polish and Ukrainian roots on his father’s side.
