Does this mark on my trousers look like bleach?

came out the washing machine at a launderette like this. Don’t think the mark was there before. Have scrubbed and it’s not coming off. Would brown dylon dye sort it?

Yes it looks like bleach but Dylon would only work if it’s a natural fibre like cotton or linen. If it’s polyester or any other manmade fabric then you’ll need RIT Dyemore and a very large pan….
