Year 1 child keeps writing on another child’s work WWYD?

If a year 1 child is writing on another year 1 child's work, despite being told not to, parent asked the other child because moved away....and it still is happening.
Is this bullying?

WWYD?

Have you had a proper conversation with the teachers about it, rather than just ask for them to move?

That would be my first step. I can see lots of potential scenarios - perhaps the writing isn’t actually happening as much as the other child says, or they’re both involved somehow.

Or perhaps there’s a plan to move all the seats next term, and as the schools are about to break up they’re not rocking the boat for the last few days.
