It will get dropped, they can't afford the publicity but thousands of people receive summons after a bereavement from all sort of companies.

Sorry, what's the issue? The deceased owed the money. It then became a debt on the estate and his widow - whether as heir or executor - was liable for and it was not paid.

OK, the sum is derisory (IME, the Civil Service seem to have no de minimis limits), but it still had to be paid.
