How do I send a user on here a private message?

You need to go into the drop down menu beneath your profile and select "private messages".

Although I'm not on the app so it may be different for app users

If you're on android, on the mobile site, click the three little dots on one of the users posts. There's an option for 'PM'

I don't know if it's the same on apple.

Eta: I think you can turn off receiving PMs so if you're not seeing it that user might not allow it.

There isn’t a PM option via the app (not on iOS anyway). If I want to see PMs I have to go to the mobile site to see them. Except I don’t get notifications about it so I’ve missed some for weeks or months before I’ve been on the mobile site to notice them. 🤦🏻‍♀️
