Age recommendation on toy.

When a toy says age suitability 3+ years, does that mean due to the child's dexterity at handling it or due to dangers?
Thinking specifically of Bluey Duplo House for nearly 2 year old.

Not just those, but also their developmental stage. There's no point in giving a child something if they aren't yet ready to get the most out of it.

Lego lists their products by developmental age. So the simpler Duplo sets are ok for toddlers, the bigger ones for preschool... then its the same with normal lego. Simpler ones from 4+ all the way up to the 18+ ones
