I guess the mayor of London cannot increase council tax arbitrarily to raise find for London public works but now central government is taking significant surcharges from Londeners (who own a significant proportion of 2M properties). Is this fair?
Also as property prices rise more and more capital properties may reach 2M (cynically 1.95M) so it will be interesting to see what happens with house prices.
