"But it found that Oldham Council lacked transparency and accountability, with the local authority sometimes unable to access data held by their management firms, such as complaints and repairs."

Oldham council has housing which is managed by two PFI companys.
They have 3 in house staff to 'manage' the PFI companys but it's not enough so they'll employ more.

I'm not sure this'll make the council tax any cheaper or their service any better.

AI Direct Answer: Inspiral Oldham manages around 627 homes for Oldham Council, while Housing 21 (through the Oldham Retirement Housing Partnership) manages about 1,429 properties, including sheltered and retirement housing schemes

Surely 3 council people is more than enough to deal with the governance on this?
