Do the 2 blue ticks mean the message has been read even though there’s no date/ time information?

no. It’s a template that updates when it has been delivered and read. This message hasn’t been delivered or read.

I always thought two ticks meant the message had been delivered. 2 blue ticks means the message has been seen/read?

The pic is basically a key, showing what the ticks mean. As it doesn't have a time/date after it's nkt been delivered or read yet.
