Key Takeaways

  1. Russian President Vladimir Putin and Russian Chief of the General Staff Army General Valery Gerasimov continue to make exaggerated claims of battlefield victories while demonstrating that the Kremlin remains committed to seizing the entirety of Luhansk, Donetsk, Zaporizhia, and Kherson oblasts.
  2. Russian milbloggers widely denied Gerasimov’s claims.
  3. The Kremlin is exploiting Russia’s recent reliance on infiltration missions and the absence of contiguous front lines in some tactical areas, and the resulting interspersal of forces to make exaggerated battlefield claims.
  4. Putin attempted to justify Russia’s slow pace of advance because of Russian concern for civilian safety and casualties.
  5. Russia continues to issue explicit nuclear threats as part of a multi-pronged effort seeking to deter continued US pressure on Russia and support for Ukraine.
  6. Russian Direct Investment Fund (RDIF) CEO and key Kremlin negotiator Kirill Dmitriev stated outright that Russia has not deviated from its 2021-2022 original war aims and that Russia continues to seek control of all of Luhansk, Donetsk, Zaporizhia, and Kherson oblasts.
  7. The Russian economy is showing its first signs of stagnation in manufacturing sectors critical to the Russian defense industrial base (DIB).
  8. Russian regional authorities continue reducing one-time recruitment payments, supporting ISW’s forecast that Russia may begin compulsory recruitment of reservists in the face of mounting economic strain.
  9. Russian forces continue to launch long-range glide bomb strikes against Ukrainian cities.
  10. European officials continue to report on Russian hybrid operations in Europe over the past several years.
  11. Ukrainian forces recently advanced in the Dobropillya tactical area. Russian forces recently advanced near Lyman and Siversk and in the Kostyantynivka-Druzhkivka tactical area.

🔹 Flooding from a damaged dam in Russia’s Belgorod region has hit Russian positions and disrupted logistics near Vovchansk.

Russian media previously claimed that Ukrainian forces struck the dam, reporting that the water level in the reservoir dropped by one meter within 24 hours.

The water is now flowing into the Siverskyi Donets River, flooding Russian trenches and bunkers nearby.

According to Ukraine’s Defense Forces, the flooding has complicated enemy logistics — Russian units that managed to cross the Siverskyi Donets have been cut off from their main forces.

▪️Earlier today, Russia’s General Staff claimed that 70% of Vovchansk in the Kharkiv region is under Russian control. Ukrainian Defense Forces deny this, describing the enemy’s advances as limited and local.

🔸 Ukrainian military intelligence (HUR) forces struck three Russian radar stations and a landing craft in Crimea.

According to the HUR, operatives from the special unit “Shadows” targeted:

🔴a 96L6 radar of the S-400 Triumf air defense system;
🔴a P-18 Terek radar;
🔴a 55Zh6U Nebo-U radar;
🔴and a BK-16 landing craft.

🇷🇸Serbia has offered to host peace talks between Russia and Ukraine in Belgrade.

“Serbia is among the countries that could be useful, given our experience and the fact that we maintain friendly relations with all parties involved. We want to help initiate negotiations to end this terrible tragedy,” said Serbian Foreign Minister Marko Đurić.

He emphasized that the war in Ukraine must end immediately, adding that Belgrade supports the territorial integrity and sovereignty of all UN-recognized states — including Ukraine.

Analysts note that Serbia would be an unusual choice for hosting future talks, given its historical, cultural, and religious ties to Russia.

Although Serbia voted for UN resolutions condemning Russia’s invasion of Ukraine and the annexation referendums, Belgrade has refused to join Western sanctions against Moscow.

🔹 Russia has concentrated its main assault force against Pokrovsk, where logistics are difficult, President Volodymyr Zelensky said.

He reported that intense fighting continues in and around the city, with an enemy sabotage group already operating inside Pokrovsk.

“Russia’s plans for its offensive campaign over the past ten months have once again collapsed thanks to the courage of our soldiers. All the deadlines set by Putin have failed — and not for the first time,” the president emphasized.

🔸 A fire broke out at the Serpukhov oil depot in the Moscow region.

Earlier in the evening, an air raid alert had been declared across the region due to a drone attack.

🔹 Polish Prime Minister Donald Tusk said that President Zelensky told him during their last conversation that Ukraine is prepared to fight against Russia’s invasion for several more years.

“I have no doubt that Ukraine will survive as an independent state. The main question now is how many lives it will cost. President Zelensky told me (on Thursday) that he hopes the war won’t last ten years, but that Ukraine is ready to fight for another two or three years,” Tusk said.

🇺🇸U.S. Treasury Secretary Scott Bessent called Russian envoy Kirill Dmitriev a propagandist who lies by claiming that sanctions will not affect Russia.

Earlier, Dmitriev said that U.S. and European sanctions against Russia “will have absolutely no impact on the Russian economy” and would only lead to “rising gas prices in the U.S.”

Bessent responded that Moscow “will immediately feel the consequences.” He noted that India has already completely stopped purchasing Russian oil and that many Chinese refineries have halted operations.

“Are you really going to publish what a Russian propagandist says? What else could he say — that everything is terrible and that it will force Putin to negotiate?” the Treasury Secretary remarked.

He added that Russia’s economy is now operating in wartime mode, its growth is “zero,” and inflation exceeds 20%. According to Bessent, the Kremlin’s war machine is funded by oil sales — and sanctions have “significantly reduced revenues from them.”

🇱🇹Flights at Vilnius Airport in Lithuania were temporarily suspended after several aerial balloons were spotted flying toward the airport. Operations resumed around 4:30 a.m.

Due to the disruption, a total of 47 flights were affected: 13 were canceled, 14 were diverted to other airports, and 20 were delayed.

Authorities warned that additional delays may occur throughout the day because of crew schedule changes. Passengers were advised not to travel to the airport if their flight was canceled and instead contact their airline for alternative travel arrangements.

🔸 In 2022, a small U.S. arms company called Firearms won a $1 billion contract to supply weapons to Ukraine — but never delivered them, according to the Financial Times.

The deal included a massive shipment of ammunition: 10 million anti-aircraft rounds, 56,000 Grad rockets, and more. Kyiv paid €17 million upfront but never received a single bullet. The payment was one of hundreds of millions of dollars lost to failed or fraudulent defense procurement deals.

At the time the company signed a state-level weapons contract, its office reportedly had only a temporary sign and a handful of online reviews from local customers praising its “very reasonable” prices.

A U.S. federal judge has now ordered the company to repay the full amount, plus interest and legal costs — bringing the total to more than €20 million.

🔹 Russia does not believe its aggression in Ukraine violates the Budapest Memorandum, said Russian Foreign Minister Sergey Lavrov.

Lavrov justified Moscow’s actions by claiming that, alongside the Budapest Memorandum, the same parties signed a declaration outlining their obligations to uphold OSCE principles — including minority rights, democracy, and freedom of speech. According to the Russian foreign minister, Kyiv allegedly violated those commitments.

🇺🇸Donald Trump said that Putin “should end the war, not test missiles.”

Responding to the Kremlin leader’s announcement about testing a nuclear-powered, unlimited-range cruise missile known as Burevestnik, Trump reminded that the U.S. “has a nuclear submarine sitting right next to Russia.”

“And by the way, I don’t think Putin should be saying things like that either… He needs to end the war — a war that was supposed to last one week but is now entering its fourth year. That’s what he should be doing, not testing missiles,” the U.S. president emphasized.

🇸🇪Swedish defense company Saab plans to build a Gripen fighter jet assembly plant in Ukraine.

As part of the agreement between Ukraine and Sweden for the purchase of 150 Gripen aircraft, Saab is prepared to establish facilities in Ukraine for the final assembly of the jets.

At the same time, CEO Micael Johansson did not rule out the possibility that some of the production could also take place in Ukraine.

▪️ Ukraine expects to receive its first Gripen fighters from Sweden in 2026. The Guardian earlier reported that Kyiv could pay for the jets using frozen Russian assets.

🔹 More than Tomahawks: what Ukraine’s soldiers say they actually need

While the Ukrainian military lacks prestigious Western-supplied weapons and equipment, soldiers and commanders say the shortage of basic resources — from cars to drones and people — makes it extremely difficult to hold back the relentless Russian offensives.

Though Ukraine has been eyeing the U.S. to finally green-light the supply of long-range Tomahawk missiles, those on the ground say the lack of more basic needs is a more pressing issue, and often shortages of critical but more rudimentary equipment play just as decisive a role.

(kyivindependent.com/analysis-clean-up-of-dobropillia-breakthrough-nears-final-phase-but-larger-concerns-remain/)
With the liberation of two more villages, Sukhetske and Kucheriv Yar, announced by the Ukrainian military over the weekend, the operation to clear the major Russian breach of Ukrainian lines near the city of Dobropillia is all but over.
Compared to the dramatic alarm of mid-August, when hundreds of Russian troops pierced through a porous and chaotic defense and advanced over 15 kilometers beyond Ukrainian lines, Kyiv can now let out a final sigh of relief as the situation in the sector has been decisively stabilized.
But, despite efforts by President Volodymyr Zelensky and the Ukrainian military leadership to portray it as one, this operation was not a successful counter-offensive, but rather a costly and high-stakes, rapid-reaction operation of the type often described in Ukraine as "fire-fighting."

Tsahkna also announced that Estonia will allocate €150,000 to support Ukraine’s energy system.

Russia has lost 346,000 troops over the past year — nearly as many as it mobilized during that time, President Zelensky told Axios.
He also dismissed claims that Russia is achieving success on the battlefield, saying he “made it clear to U.S. President Donald Trump” that the Kremlin’s statements are false.
U.S. intelligence data likewise indicate that “no one is winning” on the front lines at the moment.
Zelensky added that Putin had boasted to allies he would capture the entire Donetsk region by October 15, but failed due to manpower shortages.
“Russia’s strongest units have been destroyed. Today, we’re largely holding the same positions we’ve maintained for the past two or three months,” Zelensky emphasized.

▪️ Zelensky has repeatedly said Ukraine will not withdraw troops from the unoccupied parts of Donetsk region, as they serve as a key defensive foothold against future Russian offensives. In autumn 2023, the group allegedly set fire to a private company involved in defense-related projects. Another planned arson attack in early 2024 targeted a critical infrastructure site — specifically, a truck with Ukrainian license plates.
Investigators also discovered that the group had been conducting reconnaissance of other potential targets, sending photos and videos to their “handlers in Russia.”

I wonder how this contract got awarded?

🤡 The Russian State Duma has adopted a law introducing year-round conscription into the army.
The law provides for continuous medical examinations, psychological assessments, and meetings of draft boards. Conscripts will still be sent to serve twice a year — in spring and autumn.
The bill was introduced by the head of the defense committee, Andrei Kartapolov, who claims the new model will optimize the work of enlistment offices without increasing the number of conscripts.
However, according to the Institute for the Study of War, the reform creates conditions for faster mobilization in Russia and a more efficient distribution of personnel across units.

German Economy Minister Reiche said the US government has provided written guarantees that the German subsidiary of Russian company Rosneft will be exempt from new energy sanctions, as the asset is no longer under Russian control.
Rosneft Deutschland owns shares in three German refineries, which supply 12% of Germany’s total refining capacity, so the sanctions could have seriously affected the country.

🇭🇺 Hungarian Foreign Minister Péter Szijjártó arrived in Minsk to attend the third international conference on Eurasian security.
He thanked the organizers for the invitation and spoke in Russian.
“Of course, I will be criticized a lot for my participation, but the global security situation is so bad that I have to be here today,” Szijjártó said.

Russia is concerned about NATO’s growing activity in the Arctic, Foreign Minister Sergei Lavrov said.
“The plans to intensify NATO’s activities in the Arctic, which we would like to see as a territory of peace and cooperation, cannot but raise concern,” he stated.

A New Zealand company run by a British family of marine insurance experts has helped Russian and Iranian “shadow fleet” ships transport $35 billion worth of oil and petroleum products, Reuters reported.
The company, Maritime Mutual, owned by Paul Rankin, insured nearly one-sixth of the tankers targeted by Western sanctions.
According to the Center for the Study of Energy and Clean Air (CREA), these vessels carried at least $16.7 billion worth of Russian oil and petroleum products and $18.2 billion from Iran since sanctions were imposed.
“These figures exceed those of many major players involved in the shadow fleet that we monitor,” said David Tannenbaum, director of the consulting firm Blackstone Compliance Services and a former U.S. Treasury sanctions specialist.

Russia has begun using enterprises in temporarily occupied Crimea to supply key components for its civilian aircraft, the Representation of the President of Ukraine in the Autonomous Republic of Crimea reported.
As part of “import substitution,” the Simferopol plant Fiolent now produces transformers for on-board equipment, generators, engines, and precision electric machines for the Sukhoi Superjet New (SJ-100), Tu-214, and MS-21 aircraft.
These parts replace components from Japan’s Tamagawa company, previously used in the aircraft’s control and power supply systems.

‼️ In the Odesa region, a nighttime drone attack damaged energy and transport infrastructure, the regional military administration reported.

In the Dnipro district of Kherson, the Russian occupation army struck a medical facility, significantly damaging the building and injuring several people, said regional military administration head Oleksandr Prokudin.
Among the victims are three medical workers and a child. The nine-year-old girl sustained a mine-explosive injury and a shrapnel wound to her lower leg.
The hospital staff also suffered explosive injuries and wounds of varying severity. All victims are currently receiving medical assistance.

Preliminary, the enemy had struck a children’s hospital.

🤡 Lavrov suggested that Moscow could offer “security guarantees” to EU and NATO countries.
However, according to the Russian Foreign Minister, EU leaders are moving away “from considering these future guarantees on a truly collective basis,” as they prefer “security guarantees not with Russia’s participation, but against Russia.” [ah yes, how could we ever consider these guarentees to be unreliable?]

Belarusian ruler Alexander Lukashenko called Lithuania’s decision to completely close the border with Belarus a “crazy scam.”
“I responsibly declare that there is no question of any extraordinary smuggling. But this says a lot about the political potential of our conference if they are trying to block it,” he added.

🇳🇱🇺🇦 The Netherlands will allocate €25 million to support Ukraine’s energy sector, Foreign Minister David van Weel announced.
The funds will be used for equipment, emergency repairs, and gas purchases.

Putin’s envoy Kirill Dmitriev told American media that Russia is not targeting civilians in Ukraine. However, the reality is different. Just days before this speech, Russia hit a kindergarten. Russian missiles and drones deliberately target civilian infrastructure and people’s homes.

Live: Ukraine Telegram Highlights

Russian forces have broken through to the outskirts of Myrnohrad, where fighting is now underway.
This was reported by the spokesperson for the “East” Operational Command, Hryhorii Shapoval, during a national broadcast.
“At the moment, the enemy has entered the outskirts of Myrnohrad. They are using not only artillery and drone systems, but also infantry and armored equipment. The situation is becoming increasingly difficult,” Shapoval said.
According to him, Ukraine’s Defense Forces are holding their positions and continue to strengthen fortifications.

❗️Pokrovsk is Russia’s main target. The Russian army also tried to capture Kupiansk but failed. Key points from President Zelensky’s statements on the frontline situation:
Near Pokrovsk, Ukraine is reinforcing its defenses. Around 200 Russian troops are currently positioned near the city, which Zelensky described as Russia’s primary objective at the moment. Moscow also wanted Kupiansk to be one of its main targets, but it currently lacks the capacity to advance there.
🔴In the Novopavlivka direction, fighting is taking place in six settlements. Ukrainian Defense Forces are managing to prevent the situation from worsening along this sector.
🔴Lyman — no changes. Over the past three weeks, Russian forces have completely lost their offensive initiative in the area. The same applies to Chasiv Yar and Kostiantynivka, where Russia has achieved no success.
🔴In the Sumy direction, Ukrainian forces have advanced about 700 meters. Zelensky said Russia lacks the strength to launch an offensive on Sumy and will gradually redeploy its troops toward Pokrovsk.
🔴During the Dobropillia operation, Ukraine captured 2,220 Russian soldiers.

🇪🇺 The European Commission is demanding that EU member states use frozen Russian assets to benefit Ukraine, Politico reports.
The plan involves a €140 billion “reparations loan” backed by Moscow’s frozen assets.
The Commission has warned that if EU countries refuse to agree, they will have to find the funds for the loan themselves or resort to joint debt instruments.
A final discussion of the proposal is scheduled for December.

💥 Three factories in Russia were targeted by drone attacks overnight, forcing the closure of multiple airports.
According to Russian authorities, drones struck an industrial zone in the city of Budyonnovsk, Stavropol Krai. Media reports specify that the target was the Stavrolen petrochemical plant — one of Russia’s leading producers of polyethylene and polypropylene.
Two other oil refineries came under attack in the Ulyanovsk region and the Republic of Mari El.
Russia’s Defense Ministry claimed it had shot down about 100 drones overnight.

Several UAVs were also headed toward Moscow. In response, flight restrictions were imposed at three airports in the Russian capital, while a total of 13 airports across the country were temporarily closed.

Ukraine plans to acquire up to 250 new fighter jets — including F-16s, Gripens, and Rafales — President Volodymyr Zelensky told reporters.
The president added that the Swedish Gripen fighters are among Ukraine’s top priorities, mainly because they are cheaper to maintain and easier to integrate with Ukraine’s existing weapons systems.
“When we didn’t yet have F-16s, we were already figuring out how to use Western weapons on our Soviet-made Ukrainian aircraft. It took us months — we couldn’t use the available missiles because we didn’t have the right mounts. […] But with the Gripen, you can attach everything — almost everything Ukraine uses, all the missiles and other weapons, can be mounted on it,” Zelensky explained.

🇪🇪An unknown drone was shot down in Estonia near a military base close to the Russian border using an anti-drone rifle.
The incident occurred on October 17 near the base of the 2nd Infantry Brigade. Two drones were detected in the air at the time, but only one was successfully brought down. According to Liis Vaksmann, a spokesperson for the Estonian Defence Forces General Staff, after the drone was shot down the military, together with police and border guards, attempted to find its wreckage, but the search yielded no result.
The Reedo military base is a modern complex in southeastern Estonia, near the town of Viru, about 45 km from the border town of Pechory in Russia’s Pskov region. The base opened in 2024. It hosts units of the 2nd Infantry Brigade and NATO allies. The facility is designed for roughly one thousand troops and strengthens the defence of the Estonian–Russian border.

A film crew from the German outlet Die Welt came under Russian fire in the Dnipropetrovsk region.
The attack occurred in mid-October, about 25–30 kilometers from the front line. A Russian Lancet drone struck a military vehicle that was accompanying the team of reporters.
Just minutes before the strike, the journalists were interviewing three soldiers from the air defense unit of Ukraine’s 42nd Brigade.
One Ukrainian serviceman was killed in the attack, and another had to have his leg amputated.
Ukrainian fixer Ivan Zakharenko, who was working with Die Welt, sustained shrapnel wounds to both legs but has since been released from the hospital.
German journalist Ibrahim Naber (pictured) and Ukrainian cameraman Viktor Lysenko were also injured. All members of the media team were clearly marked as press at the time of filming.

A Russian OMON lieutenant colonel involved in war crimes during the occupation of Kyiv region has been eliminated.
Ukrainian intelligence had been tracking Russian officer Veniamin Mazherin. The HUR released footage showing his car exploding on October 25 in Russia’s Kemerovo region.

An explosion occurred in a residential building in Khmelnytskyi, reportedly caused by a domestic gas leak.

Russian forces shelled a children’s hospital in Kherson — among the injured are children.
The attack took place on the morning of October 29, when Russian troops struck the hospital with artillery fire.
Preliminary reports say nine people were injured, including four children and three medical workers.
The hospital building suffered extensive destruction, and the blast wave damaged nearby structures

The Kremlin plans to lower the threshold for criminal liability (www.kyivpost.com/post/63134) from 10 to two days for soldiers absent without leave – a move that suggests deepening discipline issues within the ranks.

Discipline issues aren't the problem being addressed by this. They're obviously dealing with an increase in desertions. They have a much better chance of catching deserters and returning them to the front line if they start looking after 48 hours rather than 10 days.

Horațiu Potra is a Romanian-French mercenary. He's currently held in Dubai and about to be extradited to Romania for conspiring with ultra-nationalist (but pro-Russian, so not that nationalist...) politician Călin Georgescu, to ‘overthrow constitutional order’ ie for planning a violent uprising to seize power.

The Kremlin is VERY keen to stop him being extradited to Romania.
