Voicemail question

I’m calling a number and the first time I called, it rang half a ring and then went to voicemail.

When i call now, there is a ten second delay and then voicemail.

iIs this no signal as opposed to switched off? I thought switched off was straight to VM with no delay?

My texts and WhatsApp messages aren’t going through.

Do they have some sort of answering machine? I have TrueCall, and it does something similar.

Could you have been blocked if texts / WhatsApp aren’t going through (or are they just unread?).

I would guess no signal, but I'm not a phone expert. It does sound like what happens when someone is on the tube though!
