What to do with friends?

I need ideas for a group of adults to meet up regularly that’s free or very cheap and not anyones house?
There will usually be 6-8 adults and 1-3 babies/toddlers.

My go to when meeting with friends when we’re skint is to go for a walk but one adult has a disability that means they often can’t walk very far and another struggles with walks just due to fitness levels.
We’ve done picnics together before but obviously with the winter months coming up that’s not so practical

Obvious option is a quiet pub in the daytime that does coffee and cake... but guess you have thought of that?

Local community centre/ hall doing a regular meetup day you could all attend? Ours does a weekly one, anyone can come.

Afternoon tea. If you look at Groupon/Wowcher etc, you can get some cheap deals.

Library? Ours has a big cafe and seating area. Don’t need to buy anything to sit there, added bonus of getting some books or colouring from the kids area as entertainment.

How about a museum or art gallery.? They often run events for children. If the weather is ok a visit to a local park. The children can feed the ducks if the park has a pond. Adults could take a flask for tea and coffee.
