I have an Irish friend who wants to learn English. What are the best and most useful resources for him to learn?

Irish people speak English already. There are no monoglot Irish speakers left.
A few people in Gaeltacht areas may speak poor/heavily accented English, mostly older people. They prefer to speak Irish. Or very young children may speak Irish only but that will change as they grow older.
