I took my kids into town after school today. When we were crossing the high street, I saw a woman with two DC who was obviously as high as a kite. We were very close to another primary school which I assume they were coming from but couldn’t be sure of it as I didn’t see their uniform. I was busy with my Dc and it was just in passing I saw them but should I have called the police or done something? She was having a conversation with them and walking fine. I wouldn’t recognise the Dc but I would recognise her. I feel so bad for the two kids 
it’s a smallish town of 20000 and the high street is the only street with shops on it apart from supermarkets. Dh said I did the right thing to keep out of it but I don’t know?
