Anyone know what this pole is?

Does anyone live near to Petersfield and have any idea where and what this is? It looks like a long crane arm but we can’t work out exactly where it is and what for. It never seems to move, it’s always in the same position. Sorry about the blurry image but I was a long way away!

It's the sky needle. They started building it in 1940 and have just finished. Once the final piece goes on they are going to shove it upwards and pop the sky, sending (theoretically - we will find out I suppose) millions of gallons of blue goo bluey bluey blue goo over petersfield.
