What is this? (Child's toy)

This is a soft baby's flashcard. The bike picture in the set is very 'bikey'. The ice cream looks just like an ice cream. Why the goshing heck did they put a picture of the top part of a Darlek in there?
Anybody have any idea what this is?

Wooly hat, the kind with little bear ears!

I’m going to assume that it’s the right way up but it looks like a siren or wooly hat with red ears to me.

If you're teaching a child what a hat is why would you choose to do it with a woolly hat with 2 ears on? Wouldn't a simple and elegant single bobble be easier?

My guess : the white circle is a face (perhaps a panda??) with red eyes, snout+nose and a toothy mouth. But no ears seems weird.

Maybe a bob-sled with one idiot leaning the wrong way.

Is it meant to be a face? The red bits being eyes part hidden behind a nose, with the bottom being a mouth with teeth?

The circle is just a circle. I think.

Are the other things placed on a circle?

The bike etc. - is that on a circle?

I think all the other things were on a white background shape. Possibly circles.

And the pictures on the backs and fronts on the rest were related. Bike and helicopter, bug and butterfly etc. On the back of the Dalek head was 4 different sports' balls, so it's possibly sporty.

It's a woolly hat.
They look like a generic thing off amazon which often have random references that don't quite make sense. That's what happens when things come directly from foreign factories with no British company in the middle to add quality control.
