Excuse my ignorance

Obviously parents can open savings accounts for their children but what if the child is over 18?

No you can’t open a savings account in another adults name. You can open a savings account in your name and put money into it to pass onto your adult child in the future. Or they can open their own account and you can set up a DD to pay money into it on a regular basis.
