Prepaid debit cards

An elderly, housebound friend needs a debit card that he can give to friends when they go shopping for him and get cash from the atm.
As banks don’t allow debit cards to be used by anyone but the account holder, I thought a pre-paid card would be a possible solution.
Does anyone have any advice on which card would be the best in this situation?
His bank don’t offer a pre-paid card so we need to find an independent one that can be topped up from his current account via telephone banking.

I would get a monzo card and just transfer in the relevant amount and let people use the debit card (appreciate it’s a breach) It’s very easy to use and he will get instant notifications of spending. Does he have a smart phone as it is super easy to top up - literally 2 clicks.

Starling do a helping out card for this scenario it’s linked to a main account and you can load money on it via app. It can only be used in person and has a separate pin to the main bank card.
