Creating jigsaw puzzles

This might be a bit of a niche question.

I'm planning to do some activities about European countries each week of the summer holidays while we're at home with my 3 year old. One of the activities I thought would be fun for him is jigsaw puzzles with landmarks from each country on.

I tried buying some, but they only seem to make those sorts of pictures in like 100, 500 or 1000 piece puzzles. My son can only manage 25-30ish.

I thought there might be like the Ravensburger 4 in a box ones with different landmarks but if there are I can't find them, there's just multiple variations of Paw Patrol and Gruffalo.

There are some print your own jigsaw options on various websites but they're pretty expensive, and also difficult to get small enough puzzles, they are mostly 100+ pieces.

There are puzzle blanks, but as far as I can see I'd have to just draw on them. I'm not artistic enough for that 😂

I bought something from Amazon that appeared from the description to be blanks that I could iron a picture on to, but I'd completely misunderstood and it needs a special printer, special paper and a special piece of equipment that gets to 400°C so that's useless.

Is there anything I haven't thought of? I do have a Cricut machine, but I've just googled making puzzles on that and it looks far too complicated for me.
