I'd say it's the summer of reception year for most children.

My reception boy is reading books like this, maybe a tiny bit harder.

Is your year 1 child reading books at this level? If so don’t be too worried. I am a mother of four and my eldest was reading this level in year one. He is now year 5 and reads just fine. Some take longer than others to grasp it.

Not Year 1, no. My DS in in year 1 and his books are much harder than this.

One of mine would have read this in the first term of reception, one in the last term and one in the middle of year one.

My children’s school uses RWI and these are set 1 words (reception aged) with some common exception words eg said, the.

Are you looking to buy some books or just wondering which level?

DD will be starting year 1 in September and is at about this level, so it could be a start of year 1 book. She is at the lower end of the cohort for phonics, but withing the 'normal' range.

DS is just coming to the end of Year 1 and there are some people in his class who are still at this level although I suspect they are probably not working at the expected level.

I think for an average child this is somewhere in the middle of reception. Some will be reading this by midway through the nursery year and others well into year 1.
