Public sector pay grades

Am I right in thinking that they automatically default to the lowest pay stated unless you are an existing employee already in the band?
Eg;

Grade 6 - £50,788 - £62,801

They would offer at £50,788? Nb it's a council if that helps. Thanks

Depends tbh. Do you experience? I’d only default to the bottom if it was someone coming in with the basics of experience. Also, does this council also have a rate for the job? Or just the bands ?
