Dozy bees? What's going on?!?

My DH found about 20 dozy bees on the (concrete) floor of the shed. They look like they're drunk. He spooned them up, put them outside and we fed them sugar water. Most have flown off. But why were they drunk on the shed floor in the first place. A couple of hours later he found some more. Picture attached.

I know nothing about bees. I know MN beekeepers will swarm to the thread… so my uneducated theory is that the one bee told the other bees there was a food source there. She was wrong! And they all went in, couldn’t find anything, got cold and hungry on the concrete and passed out.
