I honestly can't think of a country that would take him. I don't think even Putin or Un would welcome him with open arms.

The last thing I heard was that the Military was trying to convince Scrotus that the pavement (US definition) wasn't strong enough to stand up to the 'track treads' of so many tanks and there was a great risk of severe damage to the roads. Supposedly they were going to try to convince him to 'stage' a few tanks along the parade route or have them carried on flatbeds or something?

From the number of tanks on that train, sounds like they failed.
