Does being unable to manage your money because of your impulse control equate to not having enough impulse control to be able to drive

Are you talking legally? Because if you’d been diagnosed with a condition that the DVLA needed to know about, then they’d need to speak to your GP to see if you were safe to drive. It would be down to a medical professional to decide that.

If you’re talking hypothetically, I’m not sure an inability to prioritise the rent money over new shoes would render you unable to drive.
