I'm horrified by this, but pleased (and a bit surprised) the officers are being charged. Does anyone know whether someone needs to complain for this to happen (relatives? Home staff?) or if there's always an internal investigation when weapons like the spray, baton and tazer are used? I'm wondering if nothing would have happened if no-one complained.
