I'm horrified by this, but pleased (and a bit surprised) the officers are being charged. Does anyone know whether someone needs to complain for this to happen (relatives? Home staff?) or if there's always an internal investigation when weapons like the spray, baton and tazer are used? I'm wondering if nothing would have happened if no-one complained.

Donald Burgess wears a straw sun hat tied under his chin and a white shirt with yellow and red petal-type shapes on it. He is sitting outside on a patio and is wearing glasses.

Donald Burgess, who had one leg and was in poor health, was also pepper sprayed in his care home.
