"There is no objective reason why HIV should be decreasing across the world β€” except in Russia," the report from Carnegie Politika said. [I suspect the rates of HIV transmission will be far higher among Ukrainians in the occupied territories then, too :/ ]

interesting. I think it may be to do with the fact that many Russian soldiers on the frontlines come from penal colonies, prisons etc. HIV rates are very very high. Also we have been reading that when Russians occupy Ukrainian territories they release prisoners and recruit them to fight against Ukrainians.
I know for a fact HIV rates in Donetsk were very big even in Ukrainian times. I lost two of my very young adults friends to HIV in the early 2000’s sadly. I know it was fairly widespread there. With the way medical care has been lacking in the 11 years of occupation I can’t see how things would improve there.
