How can I stop dd sending iphone messages?

Dd has limits on her iPad. During ‘Down time’ she is unable to send iMessages, except to me as I am her emergency contact. It won’t let me block or stop this.

Is there a way I can stop her doing this?

I used to have a 3, 4 and 7yo who wanted my attention all the time. Would have beeb great if the 7yo were practicing writing, reading and social skills of a messaging conversation instead of climbing the walls or swinging on the doors.
