I think that, given human nature and the widespread issue with sexual abuse in the church, it would be extremely difficult to find a bishop or cardinal who had not had some sort of oversight, perhaps tangential, of a priest or church employee of some sort, who had misbehaved in this way, in the previous several decades.
I also think it is very difficult to manage these matters in such a way that the victims would feel satisfied.
And, very often, the complaints that hit the media necessarily give one perspective of what happened.
Hopefully, the cardinals will have had access to detailed reports about these matters, prior to the appointment.
But if it appears that there has been gross mishandling, then I imagine we will hear more in the media.
