It varies. You need to look at the packaging. Most are reconstituted.

Almost always formed from minced chicken. M&S do a version from whole breast, I think, and possibly Waitrose.

Most are formed from minced chicken, some are actual chicken breasts, these are usually the luxury brands and cost more. Reading the product information carefully will tell you what to know.

Mostly reconstituted. Costco do a whole breast Kiev in the frozen section. It’s very good. Much more expensive than the minced stuff of course.
