🔹 Ukraine is significantly increasing its artillery production, The Washington Post reports. European allies are now investing directly in Ukrainian-made howitzers, signaling a shift in defense strategy.

The production of Ukraine’s 155mm Bohdana howitzers has grown from just six units per month in 2023 to over 20 in 2025. This surge is supported by European countries who see long-term value in strengthening Ukraine’s defense industry.

On April 8, the EU pledged 1 billion euros — drawn from profits on frozen Russian assets — to support howitzer manufacturing in Ukraine. It’s the largest single allocation for Ukrainian artillery production to date, part of a broader 20 billion euro defense investment package planned for the next year.

“It’s cheaper, faster, and strengthens Ukraine’s economy,” explained EU Ambassador to Ukraine Katarina Maternova. A European official also noted this approach helps address the issue of depleted European stockpiles after years of supplying Kyiv, while using Ukraine as a valuable testing ground for new weapons.

Bohdana, Ukraine’s first NATO-caliber artillery piece with a 40 km range, symbolizes this evolving strategy. The EU now aims to integrate Ukraine’s defense production more deeply with its own, with European Commission President Ursula von der Leyen emphasizing a larger initiative to boost EU-wide defense manufacturing — including partnerships with Ukrainian firms.

“Ukraine is ahead of everyone in how it uses Western systems,” said defense analyst Nico Lange. “Bringing Ukraine into the European defense sector benefits the entire continent.”

🔸 European Commissioner for Defense Andrius Kubilius stated that Sweden is well-positioned to lead the European Union’s rearmament efforts. According to him, Sweden’s strong defense and overall preparedness make it a good example for other member states.

Kubilius also warned that time is limited to strengthen defense capabilities, citing EU intelligence assessments that suggest Russia could challenge NATO’s Article 5 as early as 2030.

🔹 Russia cuts 2025 oil price forecast — Reuters

Russia’s Ministry of Economic Development has lowered its 2025 average Brent crude price forecast by nearly 17% compared to its estimate in September.

In its baseline economic scenario, the ministry now expects Brent crude to average $68 per barrel, down from the previous $81.7.

The forecast for Urals crude, Russia’s main export blend, has been reduced to $56 per barrel. This is significantly below the $69.7 price assumed in the country’s 2025 budget.

Urals prices are critical for Russia’s budget, as oil and gas revenues make up about a third of total government income.

Earlier in April, Russia’s Central Bank warned that global oil prices may stay lower for years due to declining demand.

🔸 The General Staff reported that Ukrainian aviation carried out a successful strike on a launch site for enemy attack drones in Russia’s Kursk region. According to the report, up to 20 UAV operators were eliminated.

❗️Russia will review the proposal for a moratorium on strikes against civilian targets and provide a response, Putin said.

Earlier, Zelenskyy proposed a 30-day pause on attacks using long-range drones and missiles against civilian infrastructure, with the option to extend it.

🔹 Tokyo joins intelligence support for Ukraine — Intelligence Online

Japan’s Q-shu University Institute (iQPS) will begin providing Ukraine’s Defense Intelligence (GUR) with radar satellite imagery, according to Intelligence Online.

Consultations started in late February and intensified after the Trump administration suspended intelligence sharing with Ukraine in March.

iQPS currently operates five satellites and plans to launch another by the end of 2026.

Together with imagery from Finnish ICEYE, German SAR-Lupe and SARah, and Italian Cosmo-SkyMed and Cosmo-SkyMed 2, data from Japanese satellites could exceed what the US National Reconnaissance Office had been purchasing for Ukraine from commercial firms Capella Space and Umbra.

However, Ukraine still lacks full access to optical reconnaissance satellite data. Despite using Airbus Group’s Pléiades Neo and having broader access to France’s CSO satellites, Ukraine remains behind the US in terms of both data volume and quality—whether provided directly or through commercial sources like Maxar and BlackSky under contracts with the National Geospatial Intelligence Agency.

No European provider currently matches the US in delivering high-resolution optical imagery throughout the day or offering real-time streaming tools.

🔸 Putin was referring to possible talks with Ukraine when he mentioned discussing a moratorium on strikes against civilian infrastructure, Kremlin spokesman Dmitry Peskov said.

Correct. The American Keyhole satellites are huge telescopes pointing down at the earth instead of out into space. They cost a few billion USD each, and the commercial alternatives don't come close in capabilities.

The White House is now denying the report from NPR, but they would do that until they were ready to name a replacement.

There's no shortage of good candidates, but who knows with Trump.

Hegseth's problem is that dysfunction and scandal at the DoD have become more than a minor distraction for Trump, who hates anything that either reflects badly on him or take attention away from him. So perhaps he'll select a less controversial, more mainstream appointee this time.

I'd love to see Lloyd Austin back in the job, but that's unlikely. Also unlikely are the retired Generals like Ben Hodges who have publicly disagreed with him about Ukraine.

It's a pickle, innit? 😁

It depends. He had some good people in his first administration because they wanted to protect the DoD from his worst instincts. Also, for those on active duty, the military mindset is that if the commander in chief asks you to do, you do it.

It is a problem if he wants to get someone who's currently retired.

For Western audiences unfamiliar with the name, Naftogaz of Ukraine is the national oil and gas company responsible for gas production, transportation, and storage. It plays a vital role in Ukraine’s energy independence and supplies heat and fuel to millions of homes.
Between 2024 and 2025, Russia targeted 34 production facilities of Naftogaz’s upstream subsidiary, Ukrgazvydobuvannya. The most devastating strike came in February 2025, slashing gas output by nearly half. The attacks brought Ukraine to the brink of a systemic gas blackout, especially in frontline regions like Kryvyi Rih, Mykolaiv, and Kherson.
The situation was dire — over 1 million people were at risk of losing both heating and electricity during the harsh winter months. To prevent disaster, 470 emergency crews worked around the clock to repair the damaged pipelines and infrastructure.
By March 2025, Naftogaz had restored more than half of the lost output and is now focused on strengthening its systems in preparation for the next winter.

FWIW Russia has been able to perform surveillance , both in visual optical and other wavelengths since before Yuri Gagarin was launched in 61..in fact Gagarin's spacecraft was a varient of an early Soviet spy sat ..
not sure what their capabilities are now but they will be significant..same goes for China.

And it's tough to defend satellites..even if you can't mechanically destroy one you can potentially blind the sensors on some of them with directed energy (lasers etc)

They are difficult to defend. Deterrence is probably their best protection. There was an effort to make them harder to find, at least using radar:

What happens if Ukraine says no?
I'm under the impression that the US has stopped shipments and help in the first place. As a result, Ukraine has ramped up its own manufacture of drones and weapons, funded by interest from the EU on Russia's frozen assets.

Ukraine is still very reliant on US information sharing and the EU cannot provide the arms (and maintenance) for Ukraine that the US could. However, the US military aid is already drying up - no more (I read) is planned.

Ukraine is going to struggle without the US very badly. The EU is increasing defense spending but it takes years not months.

It's not a good situation.
