Phone tracker that doesn’t need / use data?

DS(12) has a phone for emergencies / homework but we discourage its use so he’s on PAYG data. I’d like to track him as he hopefully starts venturing out with friends but the ones I’ve seen all need data to work which will cost a fortune!

Any recommendations for android trackers that use GPS or some other cyber magic rather than data??

For Android Googles find my device doesn't need data you just need to access the Google account linked to the phone. I believe IOS has similar.
