Which bit? The black dot at the bottom, on the white? Its a bit of mascara isn't it?

Go the optician (not the GP). They can detect foreign bodies and all sorts of eye diseases, growths, ulcers etc.

I think it could be a pinguicula which is a nuisance but not something too bad.
