Can you use Google Forms as a live booking system

Say you've got an event with 100 attendees and as part of that there is an hr 8-9 with x8 15 minute talks that each have a maximum capacity of 25, booking within the hr is first come first served.

I think we need a live booking system - can google forms do this? We also want a back stop which prevents Stella booking talk type a @ 9am and talk type b @ 9am

No I don't think Google forms is that sophisticated. Perhaps eventbrite could do it.

What you could do is set up a google form with 100 response limit. Ask participants to rank their workshop choices and then manually allocate the workshops. I've done it this was and it doesn't take too long.
If you have an oversubscribed workshop you can allocate based on who completed the form first. And then move onto second choices, and repeat.

Or you could be really old school and have sign up forms next to the registration desk with 25 slots on each. When they're full, they're full.
