So, my Dad is in respite in a care home. I had to let DWP know for his Attendance Allowance (and I'll let them.know again when he comes out).

They've written to him to confirm he's gone in and that they know.

My brother redirected the letter, unopened, to our house as I'm his POA - posting it in my brothers home town.

It's arrived, having been opened, partly ripped and resealed with sellotape.

What should I do?

I wouldn’t do anything. It’s only an offence if intending to act in a person’s detriment and without reasonable excuse .
When you say redirected -how? He put it in a new envelope and put a stamp on it? Or did he just write your address on it after crossing his out, which may have been why they were checking it as different name/address and could be a reasonable excuse I suppose?

For what it may matter simply adding the new address [without a new stamp] should not work. Royal Mail charges £5 to the recipient in many cases.

There's not much you can do.

Your brother shouldn't have written a new address on it and lobbed it back in the post, though, it needed a new stamp.
