Changing childs name on passport

DDs name was officially change a few years ago, new BC issued. I now need to change this on her passport but they are asking for proof of consent to change i.e a letter from myself and her biological Dad.

Getting such a letter might be tricky due to logistics, I rang the passport office and the woman I spoke to said that me writing a letter should be enough as obviously I needed permission to have the change to birth certificate in the first place.

I've written a letter, sent the amended birth certificate, proof of name being used (school report) and her old passport. Does anyone know if this will be enough? I've left plenty of time for doing this before our holiday but it's made me a bit nervous as I thought the new birth certificate would superceded the need for anything else and whilst the woman I spoke with seemed to agree everything I've read online suggest this dual letter is required.
