Is this a dress? Bought this earlier and was just going to wear it as it is, with black tights and ankle boots.

Do I need to put a skirt under it?

It's a shirt dress, which you could wear with or without tights. Or you could wear it open with jeans/ leggings and a vest top.

Depends how tall you are! 5'9" and I'd say no, on the shorter side, you should be fine.

It looks like it is probably meant to be a long shirt, but it doesn’t matter at all. If you want to wear it alone, wear it ! Clothes are to have fun with and feel great in. If you want a teeny mini with boots, why not ?

If you've got the legs for it, it can be a dress. Of course you can wear whatever you like but it depends if you care about looking good or not. My legs are not one of my best features so I would not wear it.

I still wear dresses with skinny jeans as it makes me feel more comfortable. That looks dress length to me.
