We are just coming to the end of the project year and some suppliers haven't sent their invoice. If the invoice is paid after year one has come to an end, can that spend still be counted as part of year one?

Depends on the project /conpany.
Normally we get to the point where early invoicing is encouraged.

So a few invoices over the date of year end won't be the end of the world?

Yes it gets accounted for and I'd have put that on the system as an expected yr 1 payment. It should sit with it's purchase order under that year.

Is this the financial year that your company operates for accounting purposes? Or just the year of the project?
