Went to sleep last night after reading that thread about whimsy and a partial quote got stuck in my head that I can't pin down. Can anyone help?

It's from a tv show I'm pretty sure. Someone is sarcastically saying something about how they will have "refer that to the lord high Chancellor for whimsy" or something like that. Not Chancellor, maybe some other office but it's that and someone else joins in with a similar kind of example

I got woken up by DS around 4 and it was still in my head then and now
