Taking toddlers outside in winter time

Speaking for someone I know.

Mum takes her little one out to the park 3 times a day during the summer.
Little one gets bored in the house all the time[and so does mum].

But she is more stumped about what to do winter time.
Little one gets too cold being in the park 3 times a day.

Soft play is only for 1 hour at a time.

What else could they both be doing please? Thanks,

I work in childcare and the recommendation is to take them outside every day, regardless of weather. The mantra being there is no such thing as bad weather just unsuitable clothes.

Agree re rotating toys. Some boxes can be taken out twice a week and hidden again. Toddlers love messy play and sensory play so maybe get her to look up ideas. A bag of rice and some animals in a large tub and you have hours of fun. Pasta is another good one. Ripping up paper, putting all the cleaning tools (sponges, cloths, scrubbers) into a box, turning the recycling bin upside down, empty out all the tupperware etc, just letting them mess around with dry things is a great ways to occupy them. Play dough takes about 5 minutes to make and paint can be added to make any colour. Take out upturned saucepans and spoons and let them make noise.
