Where do GIFs come from?

How do GIFs become available in, like, Whatsapp libraries or Teams so people can use them? My googling has only brought up results on how to make them (which frankly I don't understand either but possibly that can be sorted out by focussing), but not how to get them out there. Google is so useless nowadays, even ten years ago you'd have gotten a good techie forum hit that would explain everything, now they're only trying to sell me gifts.

Anyway, a few months ago I recorded a snippet from a tv programme that would make a funny gif, but then I realised I have no idea how they are released into the wild. Can anyone enlighten me?

You can download an app like Giphy and when you install it add it as a keyboard option which will allow you to add them into messages from the keyboard instead of copying and pasting from the app

Do I make my own in Giphy? Because afaik I can only use Giphy for sending gifs that someone else has made and put in Giphy. How?

Ooooh I'm not sure, but my dad makes them as a hobby. If no one else comes along with a better explanation I'll ask him tomorrow!

I use WhatsApp live then make videos or a gif from the footage

I still want to know how gifs get put into public libraries so to speak.
