Help with new iPhone set up?

Can anyone help, I'm trying to set up a child profile for my DC on a new iPhone 16. I cannot get past the verification part as it keeps saying 'too many attempts/cannot to this action' I have googled and it just basically tells me to wait 48 hours but this phone did this brand new out of the box on the first attempt so I'm not sure that's going to cut it. I don't live near an Apple Store so would have to get an appointment to take it in at a time to work round trains to the city, but even going through the help pages there is no option. For that

I set this up last year for my child (it’s brilliant by the way!), and it was very straightforward. I did it on her phone and just followed the instructions linking my account to it so I can monitor her contacts, websites and downloads. If you’ve hit a wall you might have to take it to the store or try online, google it maybe?

There is no option to reset, we can't get past the set up page.

I have spent hours trying to do it, I was just hopeful for one more try before I have to take a 2 hour train trip to apple, which I can't even seem to book and can't do for over a week. I have set up so many iPhones over the years but this has stumped me Sad

Thanks, we cannot get into the phone to access the settings menu but will try the soft reset near the top

We have switched it off and on many times, that's as much as we can do
