Banging noises from empty house next door

We live in a semi detached house and for the past week or so have been hearing banging/shuffling kind of noises from the house next door.
The house has been empty for about a year. There was an elderly gent who lived there but we think he either died or went into a home as the house is clearly empty. A few months ago, we saw people (think son and family of the owner) in the house and garden and then people being shown round by an agent but no one has been round for ages and there's no agent board up.
I feel like we need to do something about these noises but I don't know who to contact. I'm a bit concerned that an animal or bird has got in there and is moving around. The noises are weird, it is an intermittent kind of muffled banging all through the day and night but not constantly. Definitely not coming from our house or loft.
Is this a job for the council? The house is privately owned

Loft hatch flapping? My dd's does this when it's windy....

That's what worries me and why I'd like someone to go in and have a look!
I don't think it's the wind causing anything to flap as we hear it in all weather conditions and it's no worse when it is windy (like tonight!)
